What is a Discount Tire

I was thinking of going to get some for my car because I need to replace a couple, but I wanted to make sure I knew what it meant before I bought. Are they used tires? Is there something wrong with them? It would help my decision if I knew why the tires were discounted to begin with. I found a couple different explanations. The first was that the tires were retreaded, so they are basically recycled tires that are like new. Another is that the tires are directly from the manufacturer, so that saves money.
